2025: a near-shutdown for new applicants

British Columbia entered 2025 with its provincial nomination allocation cut in half — from 8,000 in 2024 to an initial 4,000. Approximately 5,200 applications were already in inventory at the start of the year, meaning the entire initial quota was effectively consumed before a single new draw could be held. A moratorium on all general and priority draws was announced on April 14, 2025; for the rest of the year only High Economic Impact candidates were invited, through just three draw rounds in May, October, and December.

Where 2025 nominations actually went

Despite virtually no new Skills Immigration draws for general applicants, BC used 6,195 of its 6,214 nominations in 2025. The nominations went almost entirely to applications already in the pipeline — a massive backlog built up from prior years.

2026: a new program, not just a recovery

BC announced a 2026 allocation of 5,254 — less than 60% of the 9,000 requested, but enough to restart draws. On August 18, 2026, the federal government granted BC an additional 1,000 nominations, raising the total to 6,254; BC has confirmed it will use the full allocation by December 31. On April 23, 2026, BC replaced its entire stream architecture with three priorities: Care, Build, and Innovate. This was the most significant structural change to BC PNP since its founding. ELSS, International Graduate, International Post-Graduate and the dedicated Tech priority were all permanently discontinued. The application fee also increased from $1,475 to $1,750 in January 2026.

Cut-off score trends: a 66-point collapse in 14 months

The most striking single data point in the 2025–2026 period is the movement in minimum scores. The HEI minimum score of 150 in May 2025 and the Care: Health minimum of 84 in August 2026 are separated by only 15 months — but they represent 66 score points and two entirely different programs.

Entrepreneur Immigration: the untouched stream

While Skills Immigration went through its most turbulent two-year period on record, the Entrepreneur Immigration stream ran without interruption. BC held 10 Entrepreneur draws in 2025 and 9 through August 2026, with Base stream minimum scores staying in a tight band of 115–124 — reflecting a stable, smaller pool with no moratorium pressures.

The registration pool: 8,306 candidates, falling

As of August 4, 2026, 8,306 candidates are registered in the BC PNP Skills Immigration pool — down from approximately 11,210 in January 2026. With approximately 1,328 nominations still available following the August 18 top-up to 6,254 total, and falling cut-offs in every category, the pool is thinning in a way that benefits mid-range candidates who were frozen out throughout 2025.
